Saltillo tendrá Centro Histórico peatonal... ¡en el 2030!

La Actualización del Plan Director de Desarrollo Urbano del Municipio de Saltillo 2020-2050 estableció como meta que la ciudad tenga un Centro Histórico con calles peatonales, banquetas amplias, menos espacio para el automóvil particular y carriles exclusivos para el transporte público.
“En materia de movilidad, se espera que en el corto plazo (2030) se alcancen las siguientes políticas: Peatonalizar calles dentro del Centro Histórico; Mejorar la movilidad vehicular y desalentar el uso del automóvil dentro del primer cuadro de la ciudad”, indicó el documento aprobado por el Cabildo de la administración encabezada por el alcalde Manolo Jiménez Salinas.
Asimismo en el apartado de Políticas y Estrategias de Desarrollo Urbano, dentro de la Estrategia de Movilidad Urbana Sostenible, el Plan Director propuso construir infraestructura que privilegie el traslado a pie en las vialidades del corazón de Saltillo.
“Ampliar sus banquetas para dar preferencia a la circulación peatonal, dejando así únicamente un carril a la circulación vehicular ya sea para dar acceso a negocios como hoteles y estacionamientos públicos, o para implementar vías exclusivas de transporte público”, ahondó el documento.
Además estableció criterios para que las vialidades cuenten con acceso universal; es decir, que tomen en cuenta las necesidades de niñas, niños, personas con discapacidad, adultos mayores, mujeres embarazadas, personas transportando bultos, empujando carriolas y todos los usuarios de la vía pública.

Esto significa un cambio de paradigma, pues el modelo de desarrollo urbano que se ha seguido durante décadas solo ha favorecido al uso del carro particular, lo que convirtió las calles en espacios inseguros para la vida de las personas y con riesgos para la salud pública.
Por ejemplo, el Plan Director propuso un modelo de calle predominantemente peatonal con un solo carril al centro para los automóviles, una velocidad máxima de 30 kilómetros por hora, banquetas amplias a ambos lados de la calle, arbolado e infraestructura urbana que también sirva para proteger el camino de las personas a pie.
Además contempló que habrá calles en las que no se permita el ingreso de carros particulares, solo del transporte público y de bicicletas.
CARRILES EXCLUSIVOS PARA CAMIONES
Ante el desmesurado incremento del parque vehicular en Saltillo, el Plan Director señaló que el municipio debe promover más opciones para desplazarse dentro de la ciudad y no solo en carro particular.
Una de las estrategias para mejorar la movilidad y desincentivar el uso de los coches es mejorar el transporte público, y en este caso se propuso implementar carriles exclusivos en vialidades que cruzan o delimitan el Centro Histórico.

Así como Matamoros hasta Juan A. de la Fuente (tres carriles, uno de transporte público), Ramos Arizpe (dos a tres carriles, uno de transporte público) y Pérez Treviño (tres carriles, uno de transporte público).
