Solicitará Torreón autorización para construir el Sistema Vial Periférico-Independencia

Torreón, Coahuila. - El Cabildo de Torreón acordó solicitar al Congreso del Estado autorización para la construcción del Sistema Vial Periférico-Independencia, mediante financiamiento por Asociación Público-Privada (APP).

El alcalde Román Alberto Cepeda, informó que municipio tiene la capacidad de realizar el proyecto, aún sin contar con una APP; sin embargo, señaló que la ciudad requiere crecer en otros temas como cultura, espacios públicos, deporte, y por eso se opta por este esquema, el cual no representa deuda pública ni riesgo para las finanzas de la administración.
El dictamen contempla promover ante el Congreso la iniciativa de decreto para la contratación de la APP necesaria para dar sustento al proyecto de construcción y mantenimiento de la nueva obra de infraestructura vial, identificada también como Glorieta Independencia.
La obra reducirá los congestionamientos viales del sector, lo que significa ahorro de combustible y reducción de emisiones de gases, además de aumentar la seguridad vial del sector norte que ha crecido de manera exponencial en los últimos años.
El proyecto consiste en construir un paso vehicular deprimido que le dé flujo continuo al tránsito vehicular en los carriles centrales del periférico, mientras que en la parte superficial la obra se caracterizará por una glorieta desde la cual, los automóviles podrán avanzar hacia cualquier punto cardinal de la ciudad o Gómez Palacio.
Al respecto, el alcalde insistió en que recurrir a la figura de la APP para realizar la obra no tiene nada que ver con deuda pública y no compromete la calificación crediticia del municipio.

Mencionó que el proyecto bien podría hacerse directamente con recursos propios del municipio, pero es necesario poder contar con liquidez a fin de realizar otras obras que igualmente son importantes.
En ese sentido Román Alberto Cepeda agradeció el respaldo y la confianza de las y los ediles, y manifestó que el proyecto que se impulsa es el correspondiente a una obra que habrá de trascender de manera importante a favor del desarrollo de Torreón.
Por su parte, el titular de la Dirección de Obras Públicas Juan Adolfo Von Bertrab Saracho, recordó que el monto estimado de la inversión en el Sistema Vial Periférico-Independencia, es de alrededor de los 260 millones de pesos, y que el tiempo para la ejecución del proyecto podría ser de al menos 10 meses.
Lo que sigue, dijo, es esperar a que el Congreso del Estado apruebe la solicitud del Cabildo, y una vez que eso ocurra el municipio estaría en condiciones de iniciar una licitación pública nacional a fin de poder avanzar hacia la contratación de la APP para la realización del proyecto.
