El dudoso argumento de la seguridad

México sigue consolidándose como un paraíso para los denominados autos “chocolate” y para nadie es un secreto que tanto los gobiernos como las organizaciones que gestionan su ingreso y comercialización, se han beneficiado por años de ese negocio millonario. En el otro extremo, enfrentados a la incertidumbre jurídica, están quienes aún pese al riesgo deciden comprar este tipo de vehículos bajo el argumento de que su situación económica no les permite adquirir uno nacional, ni pagar los impuestos correspondientes. El problema es que, independientemente de que si el argumento de la precariedad es verdadero o si sólo es un pretexto para sacar ventaja, los dueños de estos vehículos se convierten en eslabones de una larga cadena de ilegalidad que crispa todavía más los ánimos de una ciudadanía harta de sentir que habita en un universo donde ser contribuyente cumplido es una tomadura de pelo.
Este año, sólo de enero a abril, la importación de vehículos usados creció 15.1% con relación al mismo periodo de 2018 y se estima que el sector automotriz cierre 2019 con una caída en sus ventas por encima del 6.5%.
Mientras tanto, el flujo de ingreso de los llamados “chocolautos” no ha dejado de incrementarse durante las últimas décadas. Durante los noventa, se estimaba que había entre 600 mil y 700 mil vehículos de este tipo circulando en el país. Para el año 2000 ya eran más de 2.5 millones y se calcula que al día de hoy hay por lo menos 7 millones. Ese total incluye al menos 2 millones de camiones ligeros, 111 mil camiones pesados y de transporte urbano, 100 mil tractocamiones y más de 4 mil autobuses de carga o pasaje. En suma, se calcula que los vehículos usados de importación representan un 28% del padrón vehicular del país.
En Coahuila se calcula que hay medio millón de vehículos de procedencia extranjera circulando, la mayoría en la región Centro. En el caso de La Laguna, considerando los municipios duranguenses, la cifra se estima en 180 mil unidades. Muchos de estos vehículos carecen de documentos, el propietario jamás recibió facturas y no hay manera de acreditar la posesión legal ni la procedencia del automotor y esa situación no sólo significa un riesgo para quien se pone al volante, sino que también representa un problema de seguridad pública.
Y es justo esa la contradicción en la que cae el gobierno de Coahuila al argumentar que los recientemente reinstalados operativos para el decomiso de vehículos sin placas o con láminas vencidas tienen un enfoque de seguridad pública. De ser esa la premisa, uno supondría entonces que el rigor de estas operaciones caerá mayormente en donde está constituido el principal riesgo, es decir: los vehículos extranjeros cuya procedencia no puede acreditarse, que no están integrados a ninguna base de datos y que no hay ninguna certeza de quién o quiénes son sus propietarios.
Mientras ese no sea el foco de acción, el argumento de que los retenes (que por naturaleza y en estricto sentido son ilegales) no se montan con fines recaudatorios, sino para velar por la seguridad pública, no es del todo creíble.
Cierto, el gobierno, en este caso estatal, tiene el derecho de buscar los mecanismos para hacer cumplir los reglamentos y procurar un orden en el cumplimiento de las obligaciones. Pero subirle rayas al rigor lo obliga a subírselas también a la eficacia. Y el gobierno de Coahuila podrá caracterizarse por muchas cosas, pero la transparencia, la rendición de cuentas y la eficiencia, no se cuentan entre ellas.
