Ciudades santuario en México

En el marco del anuncio de las redadas masivas anunciadas por el gobierno de Estados Unidos el fin de semana pasado, para aquellos migrantes con orden de deportación así como para las personas que estuvieran con ellos y quienes se encontraran en una situación sin documentos dentro del país.
El miércoles en la Comisión Permanente del Congreso de la Unión, Porfirio Muñoz Ledo, presidente de la Cámara de Diputados, hizo una intervención sobre las “ciudades santuario”. Éstas son ciudades donde las autoridades locales (alcaldes) decidieron no aplicar las leyes federales sobre migración, por tanto, las personas sin documentos de migración no pueden ser detenidas por esta característica. Sin embargo, si realizan algún robo y/o actúan con violencia serán detenidas. En otras palabras, simplemente no pueden ser privadas de su libertad por no tener sus documentos migratorios. En Estados Unidos existen 179 ciudades de este tipo, desde muy grandes como Chicago, Los Ángeles, Miami, San Diego, San Francisco, por mencionar algunas.
¿Por qué existen las “ciudades santuario”?
El impacto económico y cultural que tiene la migración en ciertas ciudades de Estados Unidos es enorme. En otras palabras, no se podría entender la vida diaria de la ciudad sin la presencia de los migrantes “indocumentados”. Esto lo entendieron muy bien las autoridades locales desde la década de los 80, que fue cuando se popularizó el término de “ciudades santuario” hasta la fecha.
Otro de los puntos que recalcaba Porfirio Muñoz Ledo es la opción de convertir los Consulados de México en Estados Unidos en auténticas Procuradurías del Migrante, al dar a conocer las leyes y las organizaciones que los protegen. México tiene 50 Consulados generales y 250 Consulados móviles en EU, muchos de ellos en las ciudades con mayor número de migrantes. Básicamente con esa infraestructura operativa podría atenderse la crisis de las redadas, desde su punto de vista.
¿Qué estamos haciendo en México referente a los migrantes desde la analogía de las “ciudades santuario”?
Entendiendo la migración como el flujo constante de personas para la búsqueda de mejores oportunidades para desarrollo. La migración en su mayoría, no es opcional, quien está migrando tiene motivos sociales y económicos, principalmente, muy fuertes que lo obligan a hacerlo.
En este contexto, en México aún no estamos preparados y nos falta mucho para poder atender esta crisis que sólo va en aumento. Considero que los municipios deberán ir buscando estándares como ciudades amigas de migrantes, es decir, ciudades de nuestro País con especial atención e interés en reintegrar socialmente a los migrantes en retorno y/o en tránsito, desde cosas tan simples como tener una identificación, proporcionarles un chequeo médico básico, así como la capacidad de reconocer sus habilidades y talentos para la inserción laboral, por mencionar algunas.
Propongo la creación de nuestras propias “ciudades santuario” en México desde un enfoque de derechos humanos y hacia la no discriminación de los migrantes. Los migrantes son personas antes que migrantes. Ellos tienen mucho que ofrecernos, si actuamos a tiempo y planeamos cómo solventar esta crisis, pueden ser una palanca más hacia el desarrollo. Alcaldes de México, asuman el reto, seamos creativos al proponer soluciones.
