La OTAN, Ucrania y Rusia multipolaridad
La herencia arrogante del malquerido derechista extremo Ronald Reagan continúa permeando en las decisiones actuales de Estados Unidos y Europa occidental frente a las potencias emergentes.
La población occidental de Ucrania nunca se asimiló en el régimen socialista soviético (1922-1991), inclusive en la Segunda Guerra Mundial recibieron a los racistas alemanes como héroes libertadores y en su territorio ejercían cruel discriminación contra los judíos. Históricamente la mayoría de ucranianos del oeste tiende a una ideología de derecha proeuropeísta.
No así en Donetsk y Lubansk al extremo este del país, donde la mayoría de la población habla el idioma ruso y son proclives al Kremlin, además esos territorios internos desde 2014 son controlados por grupos separatistas quienes, después de la guerra del Donb en 2014, se declararon repúblicas independientes sin que hasta la fecha se haya definido su status jurídico y político local e internacional.
Posterior a un referéndum en el que el 95% de la población de la península de Crimea aceptó la integración con los eslavos del Este, porque son de origen ruso y con dicho idioma, dicha anexión no ha sido reconocida por occidente; no se debe olvidar que en febrero de 1954, Nikita Krushev, en ese entonces líder de la URSS, entregó la península a Ucrania en ocasión de los 300 años de su integración a Rusia.
Es decir, que el conflicto es latente y la determinación rusa desde hace años, de reposicionarse en la región euroasiática y en el mundo, tomó por sorpresa a occidente. Más que un nuevo modelo de cooperación mundial, con la desintegración de las repúblicas soviéticas en 1990-1991 se planeó para las 15 nuevas naciones independientes -inmediatamente reconocidas en la ONU- la total dependencia y sumisión hacia los países desarrollados occidentales, inclusive con la intromisión del Fondo Monetario Internacional para introducir a dichas naciones al libre mercado y a la “democracia”. Para las potencias capitalistas no debía quedar un solo resquicio de socialismo en el viejo continente, de ahí las guerras para desintegrar a Yugoslavia (1991-2001), con el apoyo incondicional de la Croacia derechista, pronazi hasta la fecha.
Sin embargo, la perspectiva cambió desde la llegada de Vladimir Putin a la presidencia (1999-2008 y de 2012 a la fecha), quien ha impulsado la reestructuración económica la reconstrucción del país y el reposicionamiento militar con la herencia del armamento soviético y nueva producción con innovación tecnológica; el exagente de la KGB conoce bien los entretejidos de la política internacional y los intereses estadounidenses y europeos en el mundo, por eso hoy la Federación eslava es de mucho cuidado para la Organización del Tratado del Atlántico Norte (OTAN), acuerdo occidental de operaciones militares conjuntas desde abril de 1949, que, sin mediar acuerdos internacionales, ha intervenido en muchos conflictos armados en el mundo.
Buques de guerra estadounidenses en el mar negro y la amenaza de integración de Ucrania a la OTAN, para instalar misiles de corto y largo alcance en la frontera con Rusia, son desplantes occidentales -ya conocidos- para amedrentar a Putin, quien tiene 67% de aceptación de la población, precisamente por elevar el espíritu y el orgullo de un país cuyo territorio estaba destinado a la desintegración total y al ostracismo, lo cual no ha sido así.
Con argumentos de seguridad nacional el Kremlin se opone a los objetivos de la OTAN y presiona con posiciones militares en la frontera con Ucrania, de hecho, en 20 años la organización militar no ha cumplido sus compromisos de no extenderse militarmente al este europeo. Pero también, en las negociaciones es relevante que el indispensable gas ruso se envía a Alemania, y otros países de Europa oriental, a través de gasoductos en territorio ucraniano y el mar negro.
Los intentos diplomáticos más se perciben en la parte rusa: el 1 de diciembre se envió una carta a la misma OTAN donde se solicitan “garantías fronterizas”; posteriormente el día 7 de este mismo mes, en videoconferencia se reunieron Putin y el presidente Joe Biden, con la cual iniciaron pláticas de alto nivel que acordaron sostener. Aunque la reciente suspensión de transmisiones de RT (televisión rusa) en territorio alemán no abona al buen destino de las conversaciones.
Importante disuasivo es la estrecha relación política, económica y militar entre Rusia y China, ya que, en medio de las tensiones, el 15 de diciembre pasado en teleconferencia, el líder eslavo y Hi Jinping aseguraron impulsar y fortalecer su “frente común contra las injerencias de occidente”.
Se prevé que la guerra no esté en puerta y que Rusia no invadirá Ucrania, pero hay pendientes por resolver, como el reconocimiento internacional a Crimea como parte de la Federación eslava y la independencia de Donetsk y Lugansk, así como las renegociaciones de distribución de gas en el oriente europeo y el levantamiento de sanciones económicas al país de los zares, nación que mucho ha aportado a la ciencia y al arte. Las soluciones u hostilidades influirán en los precios internacionales del gas y otras materias primas.
En el actual mundo multipolar las insolentes presunciones ya no son estrategias seguras para lograr objetivos en la esfera internacional, más conviene la diplomacia respetuosa y efectiva que reponga equilibrios, porque, al contrario de lo que planeó el imperio, los gobiernos de las potencias emergentes no son dóciles ni serán sumisos.
