BBVA pide reconsiderar asociación de Pemex con inversores privados

Para BBVA Bancomer es fundamental que se reanuden las asociaciones de Pemex con empresas privadas, pues sería la única manera realista de que se pueda revertir la caída en la producción petrolera.
Carlos Serrano, economista en jefe del banco, refirió que el apoyo anunciado el viernes por el gobierno federal va en la dirección correcta para fortalecer la base de capital de la empresa, además de que gana tiempo ante las calificadoras.
Sin embargo, expuso que ello no resuelve lo fundamental que es revertir la caída en la producción petrolera, para lo cual se requieren, al menos, de entre 12,000 y 15,000 millones de dólares anuales.
“No existe margen fiscal para que el gobierno pueda aportar los 15,000 millones de dólares en promedio que se requieren para invertir en exploración y producción”, dijo.
Agregó: “por mucho que se logren tener eficiencias en el gasto, reducir la corrupción, no vemos viable, no vemos espacio fiscal para que se destine esa cantidad de recursos tan importantes que necesita Pemex, y creemos que reanudar las asociaciones público-privadas de la empresa, representaría la manera de atraer ese capital que se necesita sin presionar la calificación ni de Pemex ni del soberano”.
Carlos Serrano afirmó además que, pese a todos los problemas que presenta, Pemex puede aun ser rentable, pero para ello también es necesario que baje de manera mucho más marcada la carga impositiva que ha tenido desde hace años.
“Pemex podría ser una empresa con utilidad positiva, si en lugar de enfrentar tasas del 70%, enfrentara tasas como el resto de las empresas del 30%”, dijo.
El economista de BBVA Bancomer comentó que el gobierno enfrenta un escenario complicado, dado que mientras más apoyo se dé a Pemex para fortalecer su balance, podría venir acompañado de un costo al soberano y presionar su calificación.
Refirió que lo que debe hacerse es evitar una reducción en la calificación de la empresa, pues un escalón abajo le quitaría el grado de inversión, una caída importante en los bonos, y por lo tanto volatilidad.
