Salvador Cienfuegos: ¿por qué ha sido arrestado en EUA?

Los fiscales estadounidenses primero debieron armar un caso robusto que les llevara a realizar señalamientos concretos
La noticia llegó a través de la cuenta de Twitter del secretario de Relaciones Exteriores, Marcelo Ebrard: el exsecretario de la Defensa Nacional en el sexenio de Enrique Peña Nieto, Salvador Cienfuegos, había sido detenido minutos antes en el aeropuerto de Los Ángeles, California.
El arresto, se supo después, se registró a pedido de la agencia antidrogas de los Estados Unidos, la DEA, y había ocurrido como parte de la “Operación Padrino” que desde hace una década investigaba los presuntos nexos del militar con actividades ilegales que tendrían repercusiones en el vecinos país. Al cierre de esta edición, sin embargo, seguían sin conocerse los detalles del caso, así como los presuntos delitos por los cuales la DEA habría solicitado la detención del extitular de la Secretaría de la Defensa Nacional.
La lectura frívola –e intencionada– de quienes buscan usar todo episodio de la vida pública para “marcar la diferencia” entre los gobiernos del pasado y la actual administración ya busca ubicar el hecho como una más de las evidencias de que ahora vivimos en un país distinto.
Se trata, desde luego, de un señalamiento simplista que apenas roza la superficie de las implicaciones que el arresto tiene en términos del prestigio de las fuerzas armadas nacionales.
Una lectura más sosegada del hecho necesariamente debe esperar a que se difundan los delitos que se le imputan a Cienfuegos y luego, a partir de esta información, evaluar lo que las conductas imputables a este alto mando militar dicen de la forma en que funciona nuestro ejército.
Mientras esto no ocurra, todo lo que se diga es mera especulación, hablando estrictamente de las ramificaciones que los señalamientos contra el exsecretario tendrían en términos políticos.
No puede dejar de señalarse, sin embargo, que la detención realizada por las autoridades estadounidenses no puede constituir un acto frívolo, ni un error, ni una acción que pretenda, por la ruta de la casualidad, descubrir alguna conexión ilícita de Cienfuegos con actividades criminales.
Porque para ordenar el arresto del exsecretario, los fiscales estadounidenses primero debieron armar un caso robusto que les llevara a realizar señalamientos concretos, vinculados a hechos específicos en relación con los cuales tengan evidencia material.
Esto es sobre lo que sí puede adelantarse algún juicio preliminar y lo relevante en torno al mismo no es si éste “demuestra” la corrupción del pasado, sino que evidenciaría la existencia de circuitos de corrupción –y eventualmente de actividad delictiva– al más alto nivel dentro de las Fuerzas Armadas.
Si las acusaciones de las autoridades estadounidenses terminan o no afectando políticamente a quienes han ocupado la Presidencia de la República es algo que aún está por verse. De lo que no cabe duda es que este arresto arroja una mancha muy seria sobre el Ejército porque se está señalando, a quien fue la cabeza de dicha institución durante seis años, de haber delinquido.
Habrá que esperar, como ya se ha dicho, a que se revelen mayores detalles del caso. Por lo pronto, lo peor que puede hacerse es tratar de encasillar este episodio en el terreno de la guerra política que vivimos en México, porque lo principal no es eso, sino los presuntos delitos que se habrían cometido desde el puesto más relevante del cuerpo castrense.
