Poder Legislativo: las razones del desprestigio

Los ciudadanos tienen buenas razones para tener una mala opinión de quienes, al menos en teoría, nos representan en los congresos del País
Todas las encuestas de opinión realizadas en nuestro País confirman de manera consistente un dato: quienes integran los órganos legislativos, a nivel federal o en cualquiera de las entidades del País, se encuentran en el fondo de la tabla en materia de confianza ciudadana.
El dato no es nuevo, sino que se viene confirmando de forma recurrente desde hace muchos años. Y si eso ocurre así, seguramente es porque los ciudadanos tienen buenas razones para tener una mala opinión de quienes, al menos en teoría, nos representan en los congresos del País.
Un buen botón de muestra es lo ocurrido ayer en el Congreso de Coahuila, cuyo pleno reinició actividades y lo hizo recreando una discusión que retrata cómo las prioridades de nuestros legisladores se encuentran lejos de los intereses ciudadanos.
La enésima escaramuza legislativa se registró a propósito del planteamiento del diputado Benito Ramírez, quien pretendía se le reconociera su nuevo carácter de independiente luego de anunciar su separación del Grupo Parlamentario de Morena -partido que lo postuló al cargo- pretensión que le fue “bloqueada” en el pleno.
El asunto podría pasar por anecdótico si no se considera el que, todo hace indicar, es el verdadero fondo del asunto: la disputa por la presidencia de la Junta de Gobierno durante el último año de la actual Legislatura.
Y es que debido a que ningún partido cuenta con mayoría absoluta en el Congreso, la Ley Orgánica del Poder Legislativo indica que tal puesto debe rotarse entre quienes designen los grupos parlamentarios con mayor número de integrantes.
Al inicio de esta Legislatura esos lugares correspondían a los grupos parlamentarios del PRI, el PAN y UDC, formados por 10, 9 y tres legisladores respectivamente, aunque luego UDC perdió a uno de sus integrantes y eso lo dejó empatado en número de miembros con la representación de Morena.
Tal hecho abrió la puerta a que sea la representación de dicho partido la que presida la Junta de Gobierno el último año de la Legislatura, pese a que un acuerdo del 9 de enero de 2018 establece que en dicho período ocuparía tal posición el coordinador de UDC, Emilio de Hoyos.
Benito Ramírez ha reconocido de forma expresa que su renuncia al Grupo Parlamentario de Morena tiene la intención de “impedir” que su compañera de bancada presida la Junta de Gobierno, pues la considera una aliada del PRI.
El bloqueo a la pretensión del morenista parece tener la intención de impedir la disolución del Grupo Parlamentario de Morena y permitir que éste acceda a la presidencia de la Junta de Gobierno, pero sólo debido a que ello implicaría la asunción de una aliada.
No se trata, por lo que se ve, de ceñirse a la legalidad o de fomentar la pluralidad en el gobierno del Poder Legislativo, sino de garantizar el “control” del Congreso y su presupuesto. Frente a tales evidencias, a nadie debe sorprenderle el escaso aprecio que los ciudadanos tienen por sus legisladores.
