Construir el futuro implica mucho más que imaginarlo o desearlo

La llegada de inversiones como la de Tesla a nuestra región implica la necesidad de anticiparse a las necesidad que expondrá la puesta en operación de dicha empresa
Fenómenos económicos como el nearshoring despiertan expectativas en las regiones del país −como la nuestra− que pueden beneficiarse de forma significativa con la relocalización de las inversiones que están dejando Asia para ubicarse más cerca de los mercados de consumo, significativamente los Estados Unidos.
El crecimiento económico, sin embargo, no implica solamente ventajas, sino que también trae consigo desafíos que, de no atenderse adecuadamente, pueden traducirse en costos sociales importantes. Visualizar dichas consecuencias es responsabilidad de quienes tienen a su cargo la planeación del desarrollo local y regional.
Por ello, como hemos venido señalando en nuestras publicaciones, los gobiernos de los tres órdenes de Gobierno deben poner énfasis en la necesidad de contar con planes de desarrollo que visibilicen los riesgos inherentes al crecimiento y definan acciones concretas para contenerlos.
El reto es mayor en tanto las zonas donde puede registrarse el asentamiento de las inversiones abarca más de una demarcación política y, como ocurre en el caso del noreste de México, implica a más de una entidad federativa.
Un ejemplo concreto de esta posibilidad es el relativo a la inminente operación de una gigaplanta de ensamble de la automotriz Tesla, cuya construcción iniciará en los próximos meses. La planta será erigida en territorio del municipio de Santa Catarina, en Nuevo León, pero el impacto de su arribo implica también a Coahuila.
Debido a ello ya se habla de la necesidad de contar con un plan director Ramos Arizpe-Tesla-Santa Catarina, es decir, con un documento en el cual se contemplen los desafíos −y la respuesta que se prevé para estos− que implica la llegada de tal inversión.
En principio, son dos municipios los involucrados, pero al estar ubicados estos en dos entidades federativas distintas la complejidad de lo que debe tenerse en cuenta crece, sobre todo en materia de homologación de reglas.
Así, quienes ya se ocupan de puntualizar los desafíos inminentes consideran que la planeación del futuro de la región implica, al menos, homologar reglamentos, compartir ideas y definir el adecuado uso de suelo para desarrollos habitacionales, más parques industriales con proveedores para Tesla y, desde luego, garantizar que la movilidad de quienes laborarán en dicho complejo abone a su calidad de vida.
En otras palabras, no basta congratularnos con el hecho de que nuestra región pueda, y de hecho lo haga, beneficiarse con la relocalización de inversiones que implica el fenómeno del nearshoring. Inmediatamente después de eso es indispensable ocuparse de los retos que dicha realidad implica.
Y es que, como nos lo ha enseñado con toda claridad la historia reciente, el crecimiento económico no es un fin en sí mismo, sino un vehículo para apuntalar la mejoría en las condiciones de vida de la comunidad. Pero esto último es algo que no ocurre por arte de magia, sino como producto directo de la planeación.
