Línea fronteriza, ¿es una ‘zona de guerra’?

“Hasta que el Congreso (federal) actúe o la Administración Biden haga su trabajo constitucionalmente requerido, los miembros de la Guardia y los soldados de Texas deben asumir la carga de asegurar la frontera... Les ordeno que utilicen todos los recursos y herramientas disponibles para evitar que los inmigrantes intenten cruzar ilegalmente, arrestar a los que cruzan y devolverlos a la frontera, y arrestar a los delincuentes que violan la ley de Texas”.
El párrafo anterior forma parte del texto de una carta que el recién reelecto gobernador de Texas, Greg Abbott, envió la semana anterior a los departamentos de Seguridad Pública y Militar de su entidad, previo al despliegue de medidas sin precedentes en la frontera con México.
Las medidas adoptadas por el gobierno texano incluyen el uso de vehículos blindados, así como el incremento en el número de vuelos de vigilancia y el incremento de fondos para reforzar la seguridad fronteriza.
Y es que, desde la concepción del mandatario republicano,
la llegada masiva de migrantes será enfrentada por su administración “como si se tratara de una invasión”, es decir, como un asunto de defensa de la soberanía.
La decisión de Abbott ha convertido así a la línea divisoria entre Texas y México en una suerte de “escenario de guerra”, pues al concebirse la inmigración ilegal como una “invasión” el trato que se daría a los migrantes sería el de un enemigo.
No es un asunto de semántica, sino un problema de la mayor gravedad que debería activar la intervención del Gobierno de la República, pues las entidades que comparten frontera con Texas −entre ellas Coahuila− resentirán sin duda las consecuencias de esta realidad.
En este sentido, no debe olvidarse que el pasado mes de abril el comercio internacional terrestre que circula desde México hacia Estados Unidos, a través de Texas, sufrió un auténtico colapso debido a la imposición de revisiones por parte del gobierno de Abbott.
La crisis obligó a los gobiernos de Coahuila, Nuevo León, Tamaulipas y Chihuahua a firmar acuerdos bilaterales con el de Texas comprometiéndose a realizar acciones concretas para impedir el trasiego de migrantes ilegales a través de su territorio.
La situación no ha mejorado sustancialmente e incluso se espera que empeore luego de que un juez federal de los Estados Unidos bloqueó el ahora famoso “Título 42”, una regla sanitaria que permitía a los departamentos de migración y aduanas expulsar migrantes de forma sumaria si consideraban que constituían un “riesgo para la salud”.
Es de esperarse que frente a la actitud adoptada por el gobierno texano, las autoridades federales de nuestro país actúen de inmediato y no, como lo han hecho repetidamente en el pasado, abandonen a su suerte a los gobiernos fronterizos que, hasta ahora, han tenido que salir a resolver un problema para el que no tienen ni instrumentos jurídicos ni recursos económicos.
