Acuerdo Coahuila-Texas, ¿es una medida suficiente?

De acuerdo con la opinión de expertos, el principal “negocio” que hoy operan las redes del crimen organizado en la frontera entre México y Estados Unidos es el relativo al tráfico de personas. Y dicho proceso fluye en una sola dirección: de nuestro país hacia el vecino.
Las modalidades a través de las cuales se da dicho flujo son múltiples. Una de ellas es el ocultamiento de personas en los miles de vehículos de carga que cruzan diariamente la frontera, de los cuales sólo una fracción son revisados de forma exhaustiva en virtud del acuerdo comercial entre ambas naciones.
Pero a partir de la semana pasada, cuando el Gobierno de Texas decidió imponer revisiones al 100 por ciento de los vehículos de carga provenientes de México, se provocó un colapso en la línea fronteriza al retrasarse el cruce de mercancías hasta por 30 horas.
La medida, de acuerdo con el gobierno de Greg Abbott, fue adoptada para frenar la ola de inmigrantes que buscan ingresar ilegalmente a los Estados Unidos, muchos de los cuales lo hacen a través de la frontera con Texas.
En las últimas horas, los gobiernos locales de México –el de Coahuila entre ellos– han establecido acuerdos bilaterales con el Gobierno texano para implementar acciones, en el territorio mexicano, tendientes a frenar la inmigración ilegal y ello se ha traducido en la eliminación de las revisiones originalmente establecidas.
Ayer mismo, el gobernador Miguel Ángel Riquelme anunció la firma de un acuerdo con el Gobierno de Texas que implica, entre otras cosas, “incrementar las medidas de seguridad en toda la frontera y evitar el paso de migrantes”.
Para lograr dicho objetivo, explicó el gobernador Riquelme, “he ofrecido vigilancia aérea con nuestros helicópteros y vehículos todoterreno por toda la vega del río (Bravo) y un equipo especial que estará vigilando nuestra frontera”.
Sin duda es una buena noticia el que se haya logrado un acuerdo para restablecer la agilidad en los cruces fronterizos, pero el problema de fondo no está resuelto porque tiene que ver con fenómenos que no están bajo el control de los gobiernos estatales mexicanos.
El flujo de migrantes y el enorme negocio que con ellos hacen los traficantes de personas implica la existencia de una muy compleja red de intereses, así como de islas de corrupción, que no inician en el territorio de los estados fronterizos, sino a cientos e incluso miles de kilómetros de estos.
En ese sentido, es el Gobierno de la República el que debe asumir la responsabilidad fundamental en la atención de esta realidad, pues la eficacia de las medidas a las cuales se están comprometiendo los gobiernos fronterizos mexicanos dependen en gran medida de las acciones que se asuman desde el ámbito federal.
Hoy se ha dado un paso importante para resolver la parte contingente de esta realidad, pero el fondo del problema sigue allí, en espera de que vuelva a hacer crisis en cualquier momento.
