Gobiernos de Coahuila y Saltillo impugan Plan B de AMLO
El Gobierno del Estado de Coahuila presentará una controversia constitucional en contra del llamado Plan B, del presidente Andrés Manuel López Obrador, lo que incluye los cambios a la Ley General de Comunicación Social, que limita a estados, municipios, organismos autónomos y todo ente público, en la difusión de programas y acciones de gobierno.
También afecta la operatividad del Instituto Nacional Electoral y los organismos electorales estatales, con la restricción presupuestal que del 3% bajó al 0.1%, para la difusión de sus actividades.

“Se tiene que presentar (la controversia constitucional) de manera obligatoria, no solamente nosotros, sino que varios municipios también están presentando la controversia porque tiene que haber una respuesta muy concreta o se tiene que extender hacia todos los entes de gobierno”, señaló el gobernador Miguel Angel Riquelme Solís.
Indicó que la intención del Gobierno Federal pretendía aplicar los cambios en Coahuila y el Estado de México, en donde hay elecciones este año, no obstante que el proceso ya estaba en marcha.
“Lo que nosotros como gobierno esperábamos desde el inicio de esta controversia, pues es que se pueda jugar con reglas claras, en este proceso electoral, sin moverlas en este momento, en que ya están en marcha las precampañas y que ya están todos los partidos coaligados o no dentro de la precampaña”.
No se debe alterar, interrumpir o trastocar el proceso electoral en marcha, porque se afectaría a todos los partidos.
En el caso del Gobierno del Estado el Plan B obliga a muchas cosas, como las restricciones en materia de comunicación social, en el que se disminuye el porcentaje del 3 al 0.1%, el monto disponible para campañas de difusión gubernamental.
“Ese porcentaje está totalmente fuera de la realidad, de lo que realmente cualquier entidad federativa o nivel de gobierno, sobre todo municipios grandes, aplica en la realidad desde hace muchos años, tiene que ver con la difusión de obras, con programas de salud, educativos culturales, con todo lo que incide en la sociedad.”.
“La parte de comunicación social es muy importante para un gobierno, y más para el nuestro, que busca estar comunicando en materia de seguridad, de economía, de bienestar social y de prevención”, subrayó el gobernador.
Además, es incongruente que la Auditoría Superior de la Federación pueda revisar la ejecución de recursos estatales.
Gobierno Municipal de Saltillo presenta ante la SCJN controversia constitucional contra el Plan B
El Gobierno Municipal de Saltillo presentó este viernes ante la Suprema Corte de Justicia de la Nación, una controversia constitucional contra el Plan B de la Reforma Electoral.
El Municipio, a través de la Secretaría del Ayuntamiento y por medio Dirección de Asuntos Jurídicos, puso en marcha la acción legal en contra de la reforma aprobada el pasado mes de diciembre de 2022.
Carlos Estrada Flores, Secretario del Ayuntamiento, informó que el objetivo es que se declare no válido el artículo 26 de la Ley General de Comunicación Social, que atenta contra la libertad hacendaria de los municipios para ejercer la libre administración de sus recursos, e invade su autonomía.
El funcionario dijo que hasta antes de la reforma, la Ley General de Comunicación Social permitía la realización de campañas de salud, como la preventiva hecha desde el inicio de la contingencia por el Covid-19, además de la promoción de políticas públicas para la seguridad, o para incentivar el pago de los distintos impuestos municipales.
