La CDHEC señala que los elementos actuaron en el ejercicio indebido de la función pública
La Dirección de Policía Preventiva Municipal de Saltillo recibió una nueva recomendación de parte de la Comisión de Derechos Humanos del Estado de Coahuila (CDHEC) luego que hace dos años un hombre que habría sido detenido por cometer una infracción administrativa, fuera enviado por los elementos de la policía municipal directamente a un Centro de Rehabilitación para personas con adicciones y no lo pusieran a disposición de la autoridad correspondiente.
Según consta en el expediente 46/2016 la recomendación fue dirigida al alcalde Isidro López Villarreal pues el 30 de agosto de 2014 el hombre detenido por cometer una falta administrativa fue trasladado al centro de rehabilitación sin el consentimiento de sus familiares o el propio. Además, durante su arresto tampoco se elaboró una boleta de detención.
Ante ello la CDHEC señala que los elementos actuaron en el ejercicio indebido de la función pública y recomendó al edil panista que se iniciara una investigación interna entre los elementos que participaron en la detención.
MEDIDAS
En el expediente también se recomienda que “se implementen las medidas necesarias para que no se repitan actos de ejercicio indebido de la función pública; se implementen mecanismos para que exista mayor comunicación y coordinación entre los elementos de policía, mandos medios y superiores sobre las detenciones que realizan, para tener certeza jurídica de la intervención que efectúan y la forma en que lo llevan a cabo”.
Finalmente también solicitan que los policías municipales reciban cursos de capacitación, profesionalización, actualización y de ética que sirvan para concientizarlos de las implicaciones que tienen las irregularidades que se cometen durante sus actuaciones.
Antecedentes:
> Esta no es la única recomendación emitida al alcalde panista por irregularidades entre los elementos de la policía municipal, pues a finales de agosto pasado la CDHEC también denunció que agentes de la misma corporación a un joven acusado de robo le cubrieron la cabeza con bolsas plásticas para impedirle respirar, le dieron descargas eléctricas en varias partes del cuerpo por un largo período hasta quedar inconsciente.
