Amal Esper Serur, candidata del Partido Acción Nacional a la presidencia municipal de Saltillo, charló con VANGUARDIA para profundizar sobre las propuestas que ha realizado a los saltillenses durante su campaña, y el camino a seguir para concretarlas en caso de ganar la elección
En particular, la abanderada del PAN ha puesto especial énfasis en la necesidad de un plan de movilidad que no se limite al transporte público, en invertir en infraestructura que priorice al peatón y construir veterinarias públicas.

Priorizar banquetas y al peatón.
¿CÓMO LOGRARLO?
Respecto a la infraestructura para la ciudad, Esper Serur señaló que se deben hacer propuestas reales al no contar con tanto presupuesto, esperando hacer una buena mancuerna con Xóchitl Gálvez, en caso de que gane la presidencia de la República, y con el gobierno estatal para la gestión de mayores recursos.
“Todos queremos tener una infraestructura enorme, ser una diferencia de otras ciudades y yo creo que sí lo podemos llegar a hacer, pero necesitamos empezar por cosas básicas. Necesitamos arreglar los problemas que tenemos de raíz y entonces poder tener mejor infraestructura”, detalló.
En ese sentido, indicó que la inversión en infraestructura para coches no resuelve el problema del tráfico, sino que provoca más, por lo que deben priorizarse otros métodos de transporte, principalmente el peatonal.
“Hay muchísima gente que su movilidad es a pie todo el tiempo y primero vamos a ponerle atención a las banquetas, vamos a darles lugares y espacios seguros donde ellos puedan caminar, buena iluminación para los que regresan en la noche a su casa, de su trabajo, de la escuela.
“Una vez que arreglemos todo eso, vamos a pedir apoyo, vamos a traer cosas buenas y fuertes para Saltillo y obviamente por qué no pensar en una infraestructura mucho más grande, pero sí creo que necesitamos atacar estos problemas desde la raíz”, puntualizó.
Como parte de la mejora en infraestructura, Esper propuso invertir en especialistas para generar un estudio, mantener y ampliar la red de ciclovías.
TRANSPORTE PÚBLICO
PROPUESTA:
Fusionar IMT e Implan.
¿CÓMO LOGRARLO?
Como parte del plan de movilidad, Amal Esper propuso fusionar el Instituto Municipal de Transporte (IMT) y el Instituto Municipal de Planeación de Saltillo (Implan), con el objetivo de poner al centro la pirámide de movilidad y priorizar al peatón, a los adultos mayores y personas con discapacidad.
Respecto a los camiones, la candidata propuso que sean aptos para los grupos mencionados, además de tener más unidades y rutas troncales después de haber desaparecido.
Cabe recordar que lo anterior ya fue propuesto y aprobado por el el cabildo en la administración municipal actual a través del Plan de Transporte Público de Saltillo, publicado en el Periódico Oficial del Gobierno del Estado.
Respecto a las concesiones, para Esper Serur el modelo ideal es establecer una sola empresa en la que participen concesionarios y municipio.
“Los concesionarios llevan pues muchos años, ellos llevan, tienen una manera de trabajar, pero yo creo que el diálogo va a ser una parte fundamental, poder mediar bien la situación, cómo ven ellos las cosas, cuáles son sus ideales a mediano, largo plazo en este tema y yo creo que poder conjuntar y hacer una sola empresa”, detalló.
Al respecto de si tiene una estimación del presupuesto necesario para realizar las modificaciones en el transporte público, la reparación y ampliación de ciclovías, la inversión en banquetas y la fusión de los institutos, Amal Esper indicó que no tiene una cifra exacta.
