Emiten nueva recomendación contra Cefereso de Ramos Arizpe por prohibir visitas

Este nuevo ‘coscorrón’ se suma a las denuncias por violaciones a los derechos humanos e inclusive por un presunto asesinato
La Comisión Nacional de los Derechos Humanos emitió una nueva recomendación en contra del Centro Federal de Reinserción Social (Cefereso) número 18 en Ramos Arizpe, por atentar contra los derechos humanos de las personas que visitan a los internos.
La recomendación fue emitida de manera general por al menos ocho quejas que han sido interpuestas contra centros federales de reinserción en diversas partes del país, donde se han violentado estos derechos, entre ellos, el penal de alta seguridad de Ramos Arizpe.

El primero de los casos fue presentado en octubre del 2021 por uno de los visitantes, quien dijo que después de abrazar a su familiar quien se encontraba interno en el Cefereso, recibió una llamada de atención y señalamientos de que la pareja estaba realizando actos sexuales.
Además de que este señalamiento fue negado, los involucrados informaron ante la CNDH que el agente que los había regañado, ya había realizado actos de hostigamiento y abuso de autoridad contra el interno. Ante la situación, la persona visitante fue acreedora de una sanción correspondiente a seis meses de no visitar a su familiar.
“Al realizar el registro de ingreso le hizo comentarios sarcásticos, y el 9 de ese mismo mes y anualidad le negaron la entrada, entregándole una notificación en la cual se le dio a conocer que V4 tenía suspendidas las visitas por un lapso de 6 meses”, explicó la quejosa.
Otra de las quejas recayó en un caso presentado en septiembre de ese mismo año, cuando una mujer acudió a visitar a su esposo y debido a que traía puesta una crema corporal para la cicatrización de un tatuaje reciente, fue acusada de ingresar sustancias ilícitas.
Sin embargo, la situación no paró ahí, pues durante la visita le comunicaron que sus visitas serían sancionadas y suspendidas, puesto que había salido positivo a un examen de drogas que nunca le presentaron.

Durante los últimos cuatro años, el Cefereso 18 de Ramos Arizpe que se ubica en la comunidad de Mesillas, ha sido el principal objetivo de las quejas que se presentan ante la Comisión Nacional de Derechos Humanos perpetradas por las autoridades del mismo Centro.
Tan solo en los dos primeros meses del año, de las 100 quejas que han sido presentadas contra autoridades federales en Coahuila, 61 de las quejas se dirigieron contra el Cefereso, entre las cuales existen casos de tortura y tratos crueles, inhumanos y degradantes.
Al término del año pasado, la CNDH emitió otras dos recomendaciones por actos violentos y maltratos contra los internos.
En esta última recomendación 33/2023, la CNDH pidió a las autoridades del Cefereso restituir los derechos de las personas visitantes, así como actuar desde el órgano de control interno para identificar si existen fallas por parte de los servidores públicos que actuaron y que deban ser sancionadas.
Asimismo, VANGUARDIA publicó el pasado 3 de abril que el Cefereso de Ramos Arizpe se han convertido en un foco rojo de violaciones a los derechos humanos, inclusive siendo investigado por un posible asesinato en su interior.
